摘要20世纪以来,随着世界经济的发展,各国对资源的需求量不断增加,特别是进入21世纪,陆地资源日趋枯竭,各国纷纷将目光投向广阔的海洋。海洋监测技术是海洋资源开发的支撑,只有大力发展海洋监测技术,才能是我国的海洋权益得到充分的保障。海洋覆盖了地球表面积的百分之七十一,它在人类社会的发展中占有非常重要的地位。海洋科学是一门正在迅速发展的新兴科学,是当代重大学科之一。随着人类社会的发展,海洋科学正以前所未有的速度向深度、广度发展着;而海洋科学的发展,又不断加深人们对海洋的认识,有力的推动人们以更大规模开发利用海洋资源。
本文依托的课题:波浪方向浮标,是国家863计划——海洋监测技术成果标准化工程的一个重要项目。本论文首先介绍了国外几种比较典型的波浪浮标和我国测波仪器发展的历史和现状,然后介绍了关于SZF型波浪浮标数据采集系统的总体设计方案。其次讲述了常用的两种无线数据传输方式:高频数据传输方式和GSM短消息数据传输方式。这两种工作方式因各自不同的特点而应用于不同的环境。其中详细介绍第二种GSM短消息数据传输方式。最后对海洋资料浮标岸站监控与管理系统进行了需求分析,给出了系统总体设计方案。并且详细闸述了岸站实时监控子系统的设计开发。6808

Abstract
With the development of the global economy since 20’s century, the requirement of resources is increasing constantly. All the countries focus on vast ocean when the land resources become increasingly tense especially in 21st century. Marine monitoring is technical support of the development of marine resources.It’s able to guarantee sea disputes by developing marine monitoring technology.Beyond that, developing marine technology product with independent intellectual property rights means a lot for coastal construction. The oceans cover the 71%of the earth's surface, which is very important for people's development and humanity history. The marine science is a rapidly developing emerging science, which is one of the major contemporary disciplines. With the development of human society, marine science is developing at an unprecedented rate. In the other side, the development of marine science deepens the understanding of the ocean. It also is a strong impetus to the use of the oceans to a larger scale and more rational development.
The subject of this paper is relying on :National 863 Program一the wave buoy project standardization projects of marine monitoring technology standardization direction. This paper, introduced several foreign typical wave buoys first and the development of wave measurement equipment in China's history and current situation, and then gave a briefing on the acquisition system.The last section focus on usual wireless data transmission method: HF data transmissions and data transmission based GSM short message. These two working ways apply in different environment for different characteristic.The second method is introduced detailedly. At last , requirement analysis of ocean data buoy shore station monitoring and management system is made, and the system overall program is designed. And the design and developing process and technical details of a real-time shore station monitoring subsystem is described.
