摘要本文以历史文化名城特克斯县八卦城在开发与保护过程中的政府行为为研究对象，在研究特克斯县文化旅游产业现状的基础上，从政府的法律行为、经济行为以及行政行为等角度，分析地方政府在发展文化旅游和保护文化遗产方面的行为表现，从中找出地方政府在开发与保护八卦城过程中出现的问题，最后提出有效的解决办法，为特克斯县八卦城旅游文化产业的进一步发展提供建议。50879

The research on the behavior of government in the eight-diagram style town in Tekes County ’s development and protection.

abstract 

    This paper aims at studying government’s behavior in the process of development and protection of the eight-diagram style town, a historical and cultural city of Tykes County. Based on the current situation of Tykes County’s cultural and tourism industry, and from the perspective of government’s legal behavior, economic behavior and administrative behavior, as well as analysis of local government’s behavior in the development of cultural tourism and protection of cultural heritage, some problems occurred in local government’s development and protection of the eight-diagram style town are found out and discussed. Finally, effective solutions are also put forward to provide suggestions for the further development of Tekes County’s cultural and tourism industry.

0 引言

     近些年来，随着我国城市化发展进程加快，历史文化名城的开发与保护也受到了广泛的关注。政府在城市开发与保护中是当然的行为主体，政府行为的恰当与否直接关系着城市的发展及历史文化的保护与传承，因此研究城市开发与保护中的政府行为，对合理推进城市化进程，维护传统文化的发展具有重要意义。
