The loan difficulty and related measures of small and medium-sized enterprises
Abstract:Small and medium-sized enterprises in China's national economic development plays a vital role for GDP in China, it also brings a lot of contribution, but the small and medium-sized enterprise loan difficult problems have not been settled effectively, which plagued the development of SME, has been a hot problem existing in China, has become a ignore the factors restricting the development of small and medium-sized enterprises. This is also related to a sustainable development of economy in china. Therefore, to explore and seek the SME loan difficult problem is its important and brook no delay. And the difficult problem of SME loans is not only the small and medium-sized enterprise itself, this paper from the enterprises themselves, banks and other financial institutions, the government and the financial environment of these aspects to analyze the causes of its loans and the corresponding measures.

一、我国中小企业发展的现状
（一）中小企业的概念
对于中小企业通常从定量和定性这两个方面来界定。定量界定所涉及到的指标主要包括以下三类：即所雇佣的人数﹑资本规模及年平均经营额。欧美各国通过定性分析一般围绕中小企业下面几个特点：一是企业是独立所有；二是企业的自主经营性；三是企业占据较小的市场份额，不具备垄断的能力。国内通过企业职工人数、销售额、资产总额等指标来划分中小企业的标准。
（二）我国中小企业的发展现状
改革开放以来我，我国中小企业飞速发展，在中国企业中的占比高达95%，创造了全国将近60%的国内产值，为我国的税收贡献了50%以上，增加了很多的就业岗位，缓解了就业压力，甚至在科研等方面都做出了促进我国经济发展的贡献。历年分析，我国中小企业发展现状主要表现有（1）行业分布较广，中小企业分布在社会各行各业中，分布地点主要有中小城市、城镇，甚至偏远地区，这些不同行业的企业对人才的需求表现出多样性和复杂性；有些企业在其分布的地域影响比较大，有的企业甚至做出了排他的地域氛围，阻碍其他企业进驻该地区；（2）个体在企业中的影响大，不管是经营者还是员工，其对该企业稳定发展都发挥着及其重要的作用，中小企业的发展往往对企业内部的任何个体的依赖都很大；（3）发展规模小，中小企业相比于大企业无论是人员还是资产或者影响力都比不上大企业，导致中小企业不能像大企业那样提供高新、高福利来吸引高水平人才来促进企业发展，人才的缺乏导致中小企业的发展缺乏稳定性，从内部到外部的环境都很容易影响中小企业的发展。
