Abstract:Henan as a big province of Chinese culture, has rich historical and cultural resources. How the historical culture resource advantage into economic advantage, industry for the implementation of the strategy of zhongyuan rising is of great significance. Facing henan historical and cultural resources advantages and disadvantages of industrialization development, only to strengthen government guidance, set up the mechanism of industrial development planning, to play a fundamental role of market allocation of resources at the same time, to speed up the transformation of the historical and cultural resources, promote the development of henan cultural industry, realize the strategic target for cultural strong province.

前言
“中国梦”是总十八大以来所提出来的重要指导思想和执政理念。他表示“实现中华民族伟大复兴，就是中华民族近代以来最伟大梦想” 。“中国梦”具体就是：到2021年中国成立100周年和2049年中华人民共和国成立100周年时，逐步并最终顺利实现中华民族的伟大复兴，本质内涵是国家富强、民族振兴、人民幸福，实现途径是走中国特色的社会主义道路、坚持中国特色社会主义理论体系、弘扬民族精神、凝聚中国力量，实施手段是政治、经济、文化、社会、生态文明五位一体建设。
历史文化资源是祖先留给我们的宝贵财富，是可供现在和今后人类开发利用的人类历史遗存。历史文化资源产业化开发是文化产业大发展的重要组成部分，而文化产业的大发展对于中国梦的实现极具非常意义。因为文化产业的全面发展有利于经济发展，国家富强；历史文化资源产业化开发可以助力经济的又一次“腾飞”，实现国家的真正富强，人民生活的全面提高；文化产业的繁荣也是国家软实力增强和国际竞争力的提升的重要保障；同时历史文化产业资源的产业化开发，实现中国传统文化的“复兴”，能够极大提升国人的文化涵养，精神境界以及民族的认同感，还能够重塑民族灵魂。这对于国人精神世界改造具有重要意义。
