Abstract In order to change the situation where English teaching pays too much attention to the interpretation of grammar and vocabulary but ignores the cultivation of students’ actual language using ability, it is necessary to think about how to improve oral English teaching under the New Curriculum. Nowadays, more and more people realize the importance of English language teaching, but on how to promote students’ oral communication capability is controversial. This paper attempts to transform the traditional "dumb English" teaching into a "new concept English" teaching in terms of the characteristics of students and teaching methods so that students can speak English "freely" in the new class. This paper introduces primary school students’ problems on the oral English learning, teachers’ problems in their oral English teaching and administrators’ education policy. It analyzes the causes of their problems in oral English learning and teaching, and puts forward some practical ways of teaching and learning to improve primary school students’ oral English.61484

摘要为了改变过分重视语法和词汇知识的讲解与传授,忽视对学生实际语言运用能力的培养的现象,思考如何在新理念下的课堂下加强英语口语的教学这一问题非常必要。现在越来越多的人意识到英语教学的重要性,但就如何促进学生的口语交际能力却众说纷纭。本文试图从学生的特点和教学手段入手,将传统的“哑巴英语”教学转化为一种“新理念英语”教学,让学生在新课堂中用英语“畅所欲言”。本文介绍了小学生在英语口语学习中存在的问题、小学英语教师在英语口语教学中存在的问题以及管理者的教育政策,研究了导致这些问题的原因,并提出了提高学生英语口语水平的一些实用教学方法。

1.1 The Current Situation
With the continuous progress of the New English Curriculum, it is necessary to completely change the situation where English teaching pays too much attention to the interpretation of grammar and vocabulary knowledge and teaching and ignores the cultivation of student's actual language using ability. Nowadays, most of the teachers, especially old teachers, still lay much emphasis on English grammar and knowledge teaching, instead of cultivating students’ listening and speaking skills, which is incompatible with the purpose of teaching English. One of the main tasks in primary school English teaching is to foster pupils’ listening and speaking abilities. Speaking is one of the most important skills in learning English where speaking is far more widely used than writing in our daily life. Therefore, primary school English teachers begin to think about how to improve spoken English teaching under the New Curriculum. To pupils at the enlightenment stage of learning English, they are not only good at imitating, but also have curiosity for learning and strong verbal expression.
