摘要互联网已经成为社会运行的基础设施，基于互联网而发展起来的网络舆情对社会重大事态的发展影响也越来越大，在地方政府的执政工作中，网络舆情也发挥着极为重要的影响力，地方政府的政府执政能力及政府公信力将会主要体现在地方政府对网络舆情的有效引导。本文针对如何加强地方政府对网络舆情引导能力的问题结合茂名PX事件的现实事件，提出了地方政府对网络舆情引导不力所存在的制度缺陷，认识不足，处置手段单一等问题，并分析了产生这一系列问题的原因，最后提出要地方政府要正确认知网络舆情的发展规律，加强地方政府对网络舆情的引导，构建网络舆情引导机制，优化地方政府对网络舆情的应对手段，将网络舆情的积极作用发挥出来，进而使得地方政府网络舆情的引导能力得到加强。45113

Abstract
The Internet has become the infrastructure of social operation, the network public opinion based on the Internet and the development of the major social developments and have greater influence, in the local government's ruling in the work, the network public opinion also play a very important influence, will the government's ruling ability and the credibility of the government of the local government is mainly reflected in the effective guidance the network public opinion of local government. In this paper, aiming at how to enhance the ability of local government to guide public opinion on the network problem combining reality event PX event in Maoming, local government is presented to the network public opinion guidance system defects, which exist in the lack of understanding of the poor, single means of disposal problems, and analyzes the cause of a series of problems, and finally put forward the law of development to the local government to correct understanding of network public opinion, strengthen the local government guidance of public opinion on the network, the construction of network public opinion guiding mechanism, optimizing the local governments' means to respond to public opinion on the network, will play positive role of network public opinion, which makes the local government network public opinion guiding ability to be strengthened.
