摘要：长期以来，历史风貌区在形成和演变过程中，蕴涵着深厚的历史积淀。保护优秀历史建筑和历史文化风貌区，是人类现代文明发展的需要，也是城市集体记忆的需要。城市应将历史文化作为发展的强力助推器，在继承历史的同时放眼未来。22480
本文在进行上海外滩历史风貌区的保护与发展研究时，通过对历史风貌区的保护与发展的相关政策进行比较充分地了解后，总结外滩历史建筑保护和发展早期及现阶段的规划和执行状况，然后主要针对其保护和发展过程中存在的问题来进行分析, 再提出相应的对策。希望在保护历史风貌区的完整性和城市现代化发展之间找到相对的平衡点，总结经验，为协调城市发展与名城保护提供可行性建议。

The Study On The Protection and Development of Historic District of Shanghai Bund
Abstract: For a long time, historic district in the process of formation and evolution, contains profound historical accumulation. Protecting outstanding historical buildings and historical and cultural areas, is the need of the development of modern civilization, also is the need of urban collective memory. The development of the city history and culture should be as powerful booster, inheritance history and look to the future.
When conducting research of the protection and development of historic district of Shanghai Bund in this article , through the protection of historic district and the development of relevant policies to more fully understand, after summarizing the bund historical building protection and early development and the planning and execution of the current situation, and then focuses on the problems existing in the protection and development process is analyzed, and puts forward corresponding countermeasures.
