摘要随着社会经济和科学技术的不断发展，高速铁路技术、设备的不断成熟，高速铁路在人们生产、生活中起到了越来越重要的作用，已经成为世界各国铁路发展的一大趋势。作为铁路运输的一种新形式，高速铁路的迅速发展对安全运营提出了一系列新要求和挑战，建立完善的安全运营体系对于保障人身财产安全起到了至关重要的作用。本文通过分析国内外的安全技术所针对的影响因素和各国发生的高速铁路事故原因，建立完善的安全运营评价体系，再将各个指标进行权重对比，建立高速铁路安全运营的模糊评价模型。通过所建立的模型对我国高铁线路进行安全评价，结合实际情况论证模型的正确性。24446

Title The Fuzzy Evaluation Model of The High-speed Railway Safe Operation
Abstract
With the continuous development of social economy and science and technology, of high-speed railway technology and equipment, high speed railway in people's production and life has played a more and more important role,which has become a trend of the world railway development. As a new form of rail transport, the rapid development of high-speed railway puts forward a series of new requirements and challenges for the safe operation, establishing perfect security operation system to protect the personal property safety has played a vital role. This article focus on the analysis of the influence factors of Chinese and abroad safety technology and the national high-speed rail accident reason,to establish the safety of the operation evaluation system, then compare each quota with each other, finally establish a fuzzy evaluation model of the high-speed railway safe operation. Through the established model of high-speed lines for safety evaluation in our country, combining with actual situation demonstrates the correctness of the model.

1 引言
1.1 高速铁路的定义
高速铁路，是指通过改造原有线路（直线化、轨距标准化），使营运速率达到200km/h 以上，或者专门修建新的“高速新线”，使营运速率达到以250km/h以上的铁路系统[ ]。世界上高速铁路发展处在领先位置的除了我国外，还有日本、法国和德国，日本在1964年10月高速铁路投入运营，法国高速铁路在1983年9月投入运营，德国在1991年6月投入运营。我国第一条高速铁路在2003年正式投入运营，至今正式运营的高速铁路线路里程已经超过上万公里，超过了世界上其他国家高速铁路里程的总和，这标志着中国正在步入高铁时代。 高速铁路安全运营的模糊评估模型:http://www.youerw.com/zidonghua/lunwen_17939.html
