摘要伴随着中国特色社会主义法律体系在2011年的宣告形成，标志着中国的社会主义民主法治进入里程碑的阶段，同时标志着我国全面实施依法治国基本方略进入一个新的阶段，对中国以后的法制建设有着重要的意义。就整体而言，我国的法律法规已经形成完整的框架体系，使我国的国家建设，经济发展以及人民的生活生产有了充分的保障。但具体到法律法规的内部，即具体到每一部法律法规的制定其是否能够真正符合国家和社会发展的需要及其在国家和社会发展中是否能够做出贡献又会产生另一方面的问题，因此制定一系列的法律法规评价标准就成为必要，本文主要介绍了地方质量存在的重要性和意义，以及如何确定地方立法质量的评价标准。4443

ABSTRACT
