摘要改革开放以来，城市化进程和人口流动速度不断加快，我国农村老龄化程度不断加大，我国农民养老保障体系的构建迎来了发展的机遇。2013 年十八届三中全会通过的《中央关于全面深化改革若干重大问题的决定》明确提出了关于城乡发展一体化中土地承包权流转的问题，本文旨在通过文献分析和个案访谈的方法探索农民养老中存在的经济保障、日常生活和医疗护理、情感支持方面存在的困境和诉求，并从加快农村经济改革，提升农村社区福利服务水平，加强对土地承包权流转收益的管理，培育农民养老保障意识、提高对养老保障的认同感等方面进行相关对策的思考，从完善土地承包权流转制度和高效便民的农村养老保制度两方面来满足农民养老诉求。20871

Title Investigation of farmers' pension claims in the
circulation of land contract right analysis—Based on
a survey of Shandong Province
Abstract
Since reform and opening up process of urbanization and population
movements continuously accelerate the speed, our country countryside aging
degree enlarges unceasingly, Chinese farmers’ old-age security system
built to usher in development opportunities. In 2013 Chinese Communist
Party 18 session of Third Session through "the Central Committee of the
CCP Reformed Certain Major issues about Comprehensive Deepening Decision"
to propose explicitly the land contracting power pasted the question about
the city and countryside development integration in. This article aims to
explore the presence of farmers financial security pension , daily life
and medical care, emotional support existing difficulties and aspirations
through literature analysis and case interview method ,and to speed up
rural economic reforms, improve the level of welfare services in rural
communities, strengthen the management right of contracted land
circulation gains, cultivating farmers ' old-age security awareness,
enhance the sense of identification with the old-age security and other
aspects of countermeasures. From improving the system of land contract
right circulation and efficient for the convenience of the two aspects of
