摘  要：通过简政放权，不仅能使政府的负担减轻，还能让公众的责任意识得到培养，提高人民群众的认同感和参与度，充分调动人民群众对经济社会建设的积极性和能动性，从而有效地激发社会创造力。目前，我国的简政放权改革已经取得了重要飞跃，无论是“放管结合”，还是“优化服务”，都取得了非常明显的成效，但也存在行政审批和许可事项仍然过多、放权的含金量不高、行政审批变相转移、行业专业性评估市场发育不全、监管机制不完善等问题。为推动简政放权改革向纵深发展，进一步激发社会创造力，迫切需要采取提高放权“含金量”、梳理和调整相应法规、深化中介服务机构的市场化改革、进一步发展和规范行业专业性评估市场、进一步完善和执行相关制度等策略。93668
