摘 要：近年来，随着中国经济的快速发展，对土地的需求越来越多，因此在农村，城市化的发展也越来越快。国家通过征收征用的方式把原本属于农村集体所有的土地转化成国有的，接着一系列问题就开始出现了：滥用土地征收权、侵犯农民合法权益、危害社会稳定等。这一系列问题说明了我国农村土地征收制度有很多不合理的地方，亟待完善。因此必须要深入分析我国农村土地征收制度存在的问题，并看清楚问题造成的后果，对如何修正有问题的制度提出建议，具有现实意义。35234

Abstract: In recent years, with the rapid development of China's economy, more and more demand on land, so in the rural areas, the development of urbanization is also growing fast. 浅议农村土地征收制度的问题前言
我国是一个农业大国，土地一直与农民利益息息相关。可以这么说，土地承载着的不仅仅是农民的根本利益，更是与国家繁荣安定息息相关，因此有关土地的政策一直都是我国的重要政策。如今我国工业化发展迅速，城镇化加快促使政府或者商业征地规模不断扩大，失地农民越来越多。为此我国出台了许多有关农村土地征收的规定，逐渐形成了一个完整的征收制度，但在这个制度的运行过程中，农民集体以及农民本来应该享受到工业化、城市化的发展成果所带来的好处，结果自己却变成了利益的受损方。这说明我们现在的农村土地证收制度存在着很多问题，对于这些问题的改革是迫在眉睫的。从我国土地征收制度入手，分析制度缺陷以及出现问题的环节，看清楚出现问题后带来的危害后果，从而逐步完善各个部分，让整个征地制度更加完善合理，从而使征地变得有序规范起来，满足了各方利益，所引发的纠纷就会大大减少，从而有利于社会的和谐发展。
