摘要：社会保障制度建设是一项强国富民的系统化工程，强化政府在社会保障中的责任力度，是提高人民生活水平以及建设社会主义和谐社会重要举措。当前我国政府在社会保障中存在政府自身定位不明确而导致出现责任缺失的问题。需要通过对政府和社会保障之间一般理论的研究，了解社会保障与政府职责之间的联系；另一方面，积极了解国外的社会保障体态，有利于更好的了解目前我国社会保障制度中的政府责任，强化特殊时期政府在社会保障中的能力，进而为我国的社会保障制度提供一种公正、理性的价值观念。35300

The Theory of Analysing The Government is Role in Social Security
Abstract: Social security covering all the citizens, It is a system engineering that about the fortune of a nation and benefiting the populace .what is the important content in improving the living standard of people and constructing harmonious society is to htrenghthen the government is duty and task in hocial hecurity . At present , the exsiting problem is that the fixed position of government in social hecurity is not clear , resulting in the absense of responsibility. Through discussing the theory of govement and social security , to get the connection between social security and government responsibility .On the other hand , studying the mode of foreign countrie is social security , analysing the current situation and reasons of government responsibility in our country is social security system , analying why the government must strenhthen the responsibility of social security in the period transition , only in this way could we initiate an equitable and rational value idea to complete the social security system of our countey.

论政府在社会保障中的角色定位
前言社会保障事业的建立有利加快建设社会主义和谐社会。在今天的社会保障制度中，政府扮演的是特别重要的角色，每个国家社会保障制度都不同，其根本原因来是政府的不同作用和作为，政府在社会保障中的行为方式以及能力强弱导致了社会保障制度的差异。作为一项强国富民的系统工程，现代社会保障制度主要由政府、企业、民间组织和个人构成责任主体，而居于首要责任地位的必然是政府。
