【摘要】随着我国社会经济不断发展，“三农”问题一直是和国家高度重视的根本问题。新型农村合作医疗制度与城镇公费医疗、劳保医疗共同组成了我国的三大医疗保障制度，它是我国社会保障体系的重要内容之一。同时，新型农村合作医疗制度的建立与实施不仅为城乡社会保障一体化发展奠定了扎实的基础，还为和国家解决“三农”问题、促进城乡一体化建设、全面构建和谐社会提供了有力的保障。本文以少数民族自治地区——元江哈尼族彝族傣族自治县的新型农村合作医疗制度作为研究基础。首先，对少数民族自治地区新型农村合作医疗制度在当地社会经济发展中的运行现状、实施目的以及实施目标进行论述，提出元江哈尼族彝族傣族自治县新农合制度存在的问题；其次，根据实际情况对元江哈尼族彝族傣族自治县农民的经济实力、少数民族文化以及特有的自然环境加以分析，将少数民族自治地区各方面的特殊性与新型农村合作医疗制度相结合而切实地提出科学合理的对策措施，以期望为其他少数民族自治地区新型农村合作医疗制度的建立、实施与完善发展提供更有价值的经验。40384
