摘要：在全面推进依法治国的大背景下，加强法制建设较为薄弱的农村的普法宣传和法制建设，成为重中之重。为了研究苏北地区的农村法制信息传播状况，以及如何提高法制信息在农村的传播效果，本研究主要以徐州市棠张镇下属农村为例，运用问卷调查和深度访谈相结合的方法，主要调查分析了农民接触法制信息的动机、渠道及效果。作为第一手资料，本研究将对农民法律知识提升、法治意识培育以及农村法制化建设具有重要的现实意义，有助于当代农民的利益表达和权益文护。本研究表明：大多数农民对法制类信息较为关注，农民更关注与自己切身利益相关的法制信息，电视和网络成为农民了解法制信息的两大更重要渠道，农民对主流媒体的信任度不高，利用媒体文权的意识不强等。在前述实地调查的事实基础上，本研究进一步提出一定的策略性建议，以期对如何使法制信息在农村有效传播有一定的借鉴意义。39896

Abstract: In the background of promoting the rule of law, strengthen the legal system construction is weak the Franco Prussian propaganda and legal system construction in the countryside, become a top priority. In order to study the rural legal system of information dissemination status in north Jiangsu, and how to improve the effect of the spread of information legal system in the countryside, the study mainly in Tangzhang town, Xuzhou City staff in rural areas, for example, using the combination of questionnaire and depth interview method, mainly analysis the farmers the motivation, channels and the effect of contact information legal system. As first-hand information, this study will cultivate consciousness of farmers' legal knowledge; the rule of law as well as the rural legal system construction has the important practical significance, helps the contemporary farmers' interest expression and the maintenance of rights and interests. This study shows that most farmers to legal information more attention, the farmers pay more attention to the legal information related to their own interests, television and the Internet to become farmers to understand the legal system the two more important channel of information, the farmers of the mainstream media credibility is not high, use the media rights consciousness is not strong and so on. Based on the field investigation of the facts, this study further puts forward some strategic Suggestions, so as to how to make the legal system of information spread in the countryside have certain reference significance.
一、问题的提出
从一五普法到五五普法，对法制建设较为薄弱的农村进行法制宣传一直是普法工作的重点和难点。2015年中央一号文件的发布中也提到，要围绕做好“三农”工作，加强农村法治建设。然而，农村却依然经常发生农民权益受到侵害的违法犯罪事件。在依法治国、优尔五普法、城镇化推进加快以及农民角色的逐渐转变的大背景下，促使法制信息在农村的有效传播是促使农村，农民适应这些变化的重要手段。法制信息在农村的有效传播在宏观上有助于推动依法治国，净化法制环境以及农民现代公民意识的树立和城镇化进程的合理推进。在微观上则有助于保障农民知情权、话语权，降低农村犯罪率，降低农村群体性事件的发生概率，减少农民经济损失，减轻农村文稳的负担。
然而2013年10月份左右发生的棠张镇刘塘村村支书，顺天缫丝厂负责人张虎涉嫌诈骗农民，非法集资后携款亿元逃跑的恶劣事件，致使铜山区上百个村庄几千个农民遭受经济损失，引发了农村集体性事件和农民上访。这一事件具有波及范围广、涉及金额巨大、影响极其恶劣、反映问题十分典型的特点，在农村法制宣传方面较有研究的必要性和典型性。 农民接触法制信息的动机渠道及效果调查分析:http://www.youerw.com/faxue/lunwen_40604.html
