摘要如今我国的城镇化发展中，农村的环境问题在多方面诸多暴露。如何解决城镇化进程这些环境问题带来的挑战，亟需加紧脚步导入并完善相关的法律机制。通过法律手段去调整解决农村的环境保护问题。至于城镇化进程中涌现出的农村环境保护中农民环境权缺失、农村环保立法匮乏等问题，应进一步确立农民的环境权，出台农村环保专项立法，强化农村环境执法监督，完善农村环境司法制度，通过多层面的综合努力，建构农村环境保护的法律机制，实现农村生态文明和城镇化进程的有机融合。46590

ABSTRACT

引 言
