摘  要：行政审批改革是我国社会zhuyi市场经济发展的必然要求，是转变政府职能的重要途径。随着改革的不断推进，虽然我国的行政审批改革取得了一系列的成就，但审批改革流于形式、程序繁杂、审批人员服务意识较低、缺乏公开性、法律滞后、监督不到位问题的存在，使得改革未能在根本上得到转变，为适应社会经济发展和政府职能转变等的需要，还须进一步缩减审批项目、简化审批程序、增强审批人员服务意识、增强透明度、完善相关法律、加强监督，唯有不断深化改革，创新改革方式，才能在根本上破除审批改革的困境。71374

On Dilemma and Breakthrough path of the Current Administrative Examination and Approval System

Abstract: The reform of administrative examination and approval is an inevitable need for the development of China's socialist market economy, is an important way to the transformation of government functions. With the continuous progress of reform, although the reform of administrative examination and approval made a series of achievements. But reform become a mere formality, procedures for examination and approval of multifarious, low approval personnel service consciousness, lack of openness, lagging laws, supervision does not reach the designated position, makes the reform failed to fundamentally change.
