摘要：由于受到体制、制度保障、公民社会和自身经验等各方面因素的限制，第三方政府 绩效评估的推广遇到了一定的阻碍。因此，政府绩效第三方评估主体的理论和问题的研究 受到当今学术界的推崇。本文从评估主体入手，对第三方评估主体的范畴、定义作出界定， 树立政府绩效管理的理论基础，重点介绍四种第三方评估主体，分别对他们的优势和适用 范围进行了分析，结合我国的现实实践条件以及实践过程中出现的问题，认识到第三方评 估的不足，最后针对出现的问题，在全面分析的基础上试图构建出符合我国特色的第三方 评估主体体系。72897

The Study on the Main Body System of the Third Party Evaluation of Government Performance
Abstract: Due to the restrictions of the system, system security, civil society and their own experience and other factors, the promotion of the third party government performance evaluation has encountered some obstacles。 Therefore, the theory and the research of the third party evaluation subject of the government performance is respected by the academic circles。 Starting from the evaluation of the main, on the third party evaluation subject category, and making a definition, establish the theoretical foundation of government performance management, focusing on four kinds of third party evaluation subject, and analyzed their advantages and applicability, combined with the practical conditions of our country and the practice of, aware of the lack of third-party assessment, finally aiming at the problems, on the basis of a comprehensive analysis of trying to build in line with the characteristics of China's third party assessment of the main system。

（一）研究的背景、目的和意义 伴随着改革开放的逐步推进，九十年代的中国进行了大量的行政体制改革，同一时期，
