摘  要：从改革开放到目前为止，我国城市化建设脚步在不断的飞速前进着，随着大批大批的外来人口流向城市之中，而且再加上下岗职工数量的逐渐增加，我国的社会保障体系与就业保障体系相对来说显得越来越不够完整。因此，城市中出现了大批的流动商贩、占道经营以及违章塔建等不良的社会现象，这不仅对城市的秩序产生了严重的危害，而且对城市的环境也带来了恶劣的影响，从而进一步阻碍了城市建设的步伐。在城市建设最为初期的时候，对于城市管理基本上是采取由多个相关部门结合起来共同进行整治的方式，但是随着社会的不断发展，此种方式愈发的不再适用于对城市的管理之中，因此城管部门即一个专门负责城市管理的部门应运而生，从此出现在了大众的视野中。对于城管部门的成立本来应该是一项值得称赞的重要建设，因为它承载着改善城市环境以及维护社会大众权益等使命，在某些方面还可以带来极其重要的影响。但是，城管部门在执法的过程中遇到了重重困难，并且呈现出种种的缺陷与不足，如果再没有相应的对策来从根本上解决问题，将会使城管部门陷入进退两难的窘境。因此本文着眼于城管执法部门在日常执法过程中所展现的问题，客观合理地分析出其原因所在，并相应地提出一些改善建议，希望有助于城管执法工作在未来取得一个良性的发展。77382

The Dilemma In the City Management Of the Mobile Vendors

Abstract: From the reform and opening up till now ,the space of the urbanization construction in our country is speeding up 。As more and more external population are stepping into the city and the amount of the laid-off workers is adding up ,the system of the social security and employment seems a little incomplete 。Therefore ,mobile vendors、roadside stall business and illegal building appear in our citylife which do harms to the urban order and affects on the urban 

environment 。what’s worse ,the space of the urbanization is hampered 。At the beginning ,the mode of the city management is in combination with different relevant departments 。However ,as the development of the society ,the mode becomes unsuitable in city management ,so the urban inspectors arise at the historic moment which appear in our eyesight 。We ought to be thankful to the establishment of the city inspectors which bears the weight of the duty of improving the quality of the urban environment and protecting the public interest 。Yet ,in the work of the urban inspectors ,there are many difficuilties 。If we don’t take some effective measures to solve this ,the urban inspecting department will fall into a dilemma 。Now ,this article focuses on the defects of the urban inspectors ,and explore the fundamental causes in order to put forward some constructive suggestions which can do do benefits to the development of the urban inspecting department in the future 。
