将要改造新建的“HS市文化商城”（名称暂定下同），原名HS剧场，现有职工50名，该剧场始建于1955年，坐落在HS大道繁华地段，原是以电影放映为主，兼有文化演出功能的综合性娱乐场所，曾经为丰富、活跃我市市民精神文化生活发挥过重大作用。
另外，从我市文化产业的发展和市场管理来看，目前我市文化产业比较分散落后，杂而无序，不仅不能适应广大市民不断更新的文化消费需求，而且给市场管理带来一定的难度。这样，客观上就需要文化产品的多样性和市场的规范化，而剧场地处繁华市区，如能在此新建一座具传统和现代气息的“文化商城”，既可避免文化设施的重复建设，突出文化产品的特点，又可营造浓厚的文化氛围，提升城市品位，同时还有利于文化市场的规范化管理，改变我市文化产业不能形成规模经营的被动局面。
HS市剧场通过多年的工作实践和理论培训，已获得各类技术职称人员占职工总数的60﹪，造就了一支懂技术、懂管理、擅经营的职工队伍，具备了一定的人才基础。
综上所述，改造新建“HS市文化商城”已经具备了天时、地利、人和的有利条件，真可谓“水到渠成”。
