摘要公益创投是一种培育和发展社会公益性组织的创新性模式，顾名思义，就是指通过公益性创业投资的方式来扶持社会组织的发展。以镇江市公益创投实践活动为主要研究案例，通过与国内其他城市的公益创投模式做对比，包括南京市、宁波市、深圳市，吸取优秀经验。了解、总结镇江市社会公益组织发展存在的问题有社会组织发育不完善、数量少、规模小；政府可提供的资金少；民众对公益创投的认识不足等以及制约的因素有镇江市经济发展缓慢、缺乏有关政策法规等，并针对制约因素提出可供解决的建议，例如要提高政府工作人员以及民众的重视程度，完善相关法律法规，加大投入资金等。86806

Venture Philanthropy： The Exploration of The New Model for Social Organization’s Cultivation and Development

—Taking Zhenjiang’s “Venture Philanthropy”Activities as an Example

Abstract Venture philanthropy is a kind of innovative mode, cultivating and developing social commonweal organization。As the name implies,It supports the development of social organizations through the public welfare of venture investment 。This way is rare in the domestic, and it is lack of experience。It takes Zhenjiang’s “venture philanthropy” activities as the main case study,and lets Zhenjiang city learn good experience from other cities by camparing with Nanjing,Ningbo and Shenzheng’s。Summarized the existing problems,such as imperfect development,less number of it,small scale,  and restricting factors in the development of social organizations of zhenjiang city ,for example,economic development of zhengjiang is slow and relevant policies and regulations are lack。And then suggestions that put forward the to solve the problems are increasing the degree of government staff as well as the attention of the public, improving the relevant laws and regulations, increasing in capital spending and so on。
