摘要近几十年以来，随着人类社会的不断发展进步，人们所面对的生活状况和医疗卫生服务水平不断提高，各国民众的平均寿命都有了很大程度提高，全球人口结构逐渐呈现老龄化现象。对于我国而言，当前所面临的人口老龄化形势十分严峻，起始于1951年的现行退休年龄政策在新时期人口结构、经济体制、社会面貌的巨大变革之下已经越来越难以解决我国实际退休情况中的矛盾，其内在缺陷和问题日益显著，亟需政策改革以发挥其应有的社会保障作用。而延迟退休政策的出台将起到增收减支的作用，有效减轻人口老龄化对养老保险制度所造成的压力，有利于我国养老保障体系的可持续发展。延迟退休年龄会影响我国数以亿计劳动者的切身利益，对社会公平正义的实现和促进社会主义建设的和谐发展有着重要的作用，因此在具体规划延迟退休年龄政策的问题上需要我们统筹兼顾。本文以延迟退休年龄政策作为研究对象，首先介绍了研究主题背景和意义，概括综述了延迟退休年龄的相关文献，阐明了本文的研究方法和创新点，其次阐述了延迟退休年龄政策及其发展过程，接着重点深入分析实施延迟退休年龄政策的积极政策效应和消极政策效应，然后以瑞典和美国为例探究西方发达国家面临老龄化问题时所采取政策措施的成功经验及带给我国的启示，最后具体综合考量政策对经济社会发展所带来的影响，为完善延迟退休年龄政策提出了相关的政策建议和措施。87604

Title the Policy Effect of Delaying Legal Retirement Age and Thinking
Abstract In recent decades, along with the continuous development and progress of human society, the living conditions and health care service of people have been improving and the average life expectancy of people around the world has significantly increased so that the elderly population gradually makes a larger proportion of the total population globally。 As for China, we face tough aging problems and the current retirement age policy dating back to 1951 is increasingly hard to solve problems of actual retirement conditions in our country when the population structure, economic system and society situation have undergone a dramatic transformation。 What’s worse, the current policy system has gradually revealed its inherent vulnerabilities in need of policy reform to play its normal role of social security。 On the contrary, delaying legal retirement age policy will have the function of increasing income and cutting spending, effectively reducing the pressure brought by aging population on the endowment insurance system and contributing to sustainable development of it。 Delaying legal retirement age will affect the vital interests of hundreds of millions of workers in our country, and play an important part in realization of social fairness and justice to promote the harmonious development of socialist construction, so in the specific process of planning delaying legal retirement age policy we need taking all factors into consideration。 This paper takes the legal retirement age as the research topic。 Firstly, it shows the research backgrounds and significance and makes literature review concerning delaying legal retirement age, then illustrating research method and innovation spots。 Secondly this paper introduces the delaying legal retirement age policy in China and its process of development, furthermore focusing on analyzing positive and negative policy effect of implementing delaying legal retirement age policy。 This thesis takes Sweden and the U。S。 as examples to explore successful experience on policy measures taken by the Western developed countries when they faced the aging problem and bring the enlightenment to our country。 Finally, We took full considerations of policy effects on economic and social development, and put forward related suggestions and measures in order to improve the delaying legal retirement age policy。 From+优|尔-论_文W网www.youerw.com 加QQ752018.766 延迟退休年龄政策的效应与思考:http://www.youerw.com/guanli/lunwen_140893.html
