摘要“郡县治，天下无不治”。县是我国行政管理的中间层次，具有承上启下的作用。县域的发展是县级政府的重大责任，县委是党在基层政府的第一，是县域的最高决策者，对县域的发展、民生的保障具有不可推卸的责任。当前我国改革正处于深水区和攻坚区，“四个全面”战略提出后，县域的发展出现许多新情况，党中央对县委所要履行的责任也提出了新要求:做政治的明白人、发展的开路人、群众的贴心人、班子的带头人。面对新形势和新要求，需要通过优化价值理念（改善思想教育）、完善体制机制、改善舆论环境等来提高县委的履职能力和水平。88476

（一）研究意义与研究现状
1、研究意义
