摘要: 教育肩负着为人类社会传承文明,创造知识,培育新人的历史重任,是促进人类社会进步的最重要的社会事业。受教育权是公民的一项基本权利,受教育权是中国公民所享有的并由国家保障实现的接受教育的权利,是宪法赋予的一项基本权利,也是公民享受其他文化教育的前提和基础。换言之,就是指公民享有从国家接受文化教育的机会和获得受教育的物质帮助的权利。“十二五”规划明确提出要在 2020 年以前实现教育的现代化,并着重提出要实现更高水平的普及教育、形成惠及全民的公平教育、提供更加丰厚的优质教育的战略主题。在这种背景下,一些弱势群体,尤其是农村留守儿童的受教育权利的实现更应该值得我们去关注、讨论.随着近几年出现越来越多的农村留守儿童的问题,让我们开始重视他们的教育保障问题。因此应该认真分析农村留守儿童的现有教育保障机制所存在的问题,找到解决问题的对策,提出对农村留守儿童的问题解决有效的建议。23362

前言
随着改革开放的进程,随着我国经济的发展,农村剩余劳动力开始流向城市。由于种种原因农民工子女不得不留在农村,形成了留守儿童群体。据调查我国农村留守儿童近6000万截止2014年。随着近些年对留守儿童问题的报导,越来越多的问题呈现在我们面前:在学校,农村留守儿童的辍学率高,叛逆,被视之为“问题学生”“双差生”。在社会上由于缺失家庭关爱留守儿童会表现的胆怯自卑社交能力不强,另外也容易被不法分子伤害。在家庭中,由于缺乏跟父母的沟通,容易出现感情冷漠,不愿沟通的现象。更严重的是如果留守儿童过早地辍学,流入社会,他们的人生观价值观并不完善,容易沾染不良的习惯;另一方面他们的低劳动素质也容易步父母的后尘成为新一代农民工,影响社会整体人力资源素质的提高。由于儿童的成长除了基本的物质生活,对他们来说更重要的就是教育了。因此建立健全教育保障制度对解决农村留守儿童的教育问题有重大的意义。当然,我国农村留守儿童的问题是建设中国特色社会主义社会的道路上所特有的现象,因此想要解决这样的问题也必须结合中国的国情,结合不同地区的情况因地制宜。

The right to education is for Chinese citizens and guaranteed by the state to realize the right to receive education,which is not only a basic constitutional right of citizens, but also deciding the prerequisite and foundation of other cultural education. In other words, which is refers to the citizen is entitled to accept education from the country's opportunities and access to educational material help right.
