摘 要 近年来，多起重大的环境事件开始走进人们的视线，如何协调现阶段我国的经济发展与环境问题之间的矛盾已经成为我们现在的重中之重。环境影响评价制度作为一种保护自然资源和生态环境的重要方法和手段，可以减缓经济发展和环境之间矛盾，推动环保事业的发展。85170
本文通过分析、对比美国、加拿大、日本三国在环境影响评价制度的各个方面，分析其优缺点,联系近些年发生的环境事件,分析我国环评制度和实施过程中存在的问题，提出以下几点建议：环评内容增设替代方案，推进规划环评，扩大环评范围，建立完善有效的公众参与机制，健全监督机制，设立独立的环评审批机构，明确法律责任主体。
Abstract In recent years, a number of major environmental events have drawn people’s attention。 The most important thing of our work is to find a way to coordinate the contradictions between current stage of China's economic development and environmental issues。 As an important method and means to protect natural resources and ecological environment, the environmental impact assessment system can not only ease the contradiction between economic development and environment, but also promote the development of environment protection。
This article analyzes EIA’s advantages and disadvantages by comparing the environmental impact assessment system in the US, Canada and Japan。 Contacting with the environmental events that have occurred in recent years, this article also analyzes the problem which existed in our environmental assessment system and the process of implementation。 Therefore, this paper aims to give some suggestions: increase the available options, promote the planning EIA, expand the scope of the EIA, establish and improve public participation system, improve the surveillance mechanism, set up independent EIA examining and approving agency, clear the responsibility principal part of legal。
