摘要：政府购买公共服务依托于社会力量的参与，符合当下政府管理模式创新转型的要求，加快了公共服务质量和效率的提高，而政府购买公共服务购买方式多样化、供给主体多元化等特点，使得政府购买公共服务高质量高效率的实现是一项复杂的工程。本文从实现政府购买公共服务的各购买节点入手，采用GERT网络模型进行算例分析，找到影响政府购买公共服务质量的关键环节：市场调研与需求预测、监管体系构建、服务方案设计与评价，并基于关键环节给出构建政府主导、公众参与、第三方监督机构评价的政府购买公共服务质量管控体系的对策，通过各主体协同监管机制对政府购买公共服务质量进行监督。

Research on the construction of government purchase of public services quality control system based on GERT network
Abstract：With the participation of social forces, government purchase of public services can keep pace with the current government management mode innovation and transformation and improve the public services quality as well as efficiency. However, achieving high quality and efficiency in the government purchases of public services is a complex project for the persification of purchase mode and supply subjects.
Based on GERT network, this thesis is to start with each purchase node of government purchase of public services and then look for the key parts from market research and demand forecast, the supervision system construction, services design and evaluation, which significantly affect the quality of government purchase of public services. With these critical parts, we propose some effective measures through the leadership of government, participation of public and evaluation by the third party supervision organization. Government purchase of public services should be supervised by constructing the coordination mechanism including all participating bodies.

0引言
20世纪末，上海市浦东新区向社会组织购买公共服务，开创了有名的“罗山会馆”模式，这是我国政府向社会组织购买服务的首次实践，之后，国内很多城市先后开展了政府向社会组织购买公共服务的实践，范围拓展到教育、医疗卫生、社区服务、计划生育等多个领域。虽然在不断地实践试点过程中取得了可喜的成绩，但对政府购买公共服务的基本问题在理性认识上存在不足，如购买范围界定、购买环节过程控制、资源配置效率水平、服务质量监管等，这导致购买公共服务出现了诸多问题。 基于GERT网络的政府购买公共服务质量管控体系构建问题研究:http://www.youerw.com/guanli/lunwen_203766.html
