摘要：“互联网+”现代农业政策，作为一项建设性的福利政策，为农业的现代化发展、为农民收入的提高、为社会主义新农村的建设，都提供了新的方案。2015年出台的“互联网+”现代农业政策为本文的关注点。通过比较研究、案例研究、实地调查，发现政策困境，为这项宏观政策的具体落实提供调整方案，解决落实过程中的问题。发现困境可分为两类。第一类是存在于落实政策前期的困境，走访江苏南通县区战胜村和城港村，研究发现在客观条件设施满足的情况下，城市化、老龄化等都是导致农民积极性不高，产生困境的原因。第二类是存在于政策推进过程中的困境。通过调查及查找分析权威数据发现，产生困境的原因有：互联网基础设施不健全问题、农村网民上网习惯问题、让非网民上网难度问题、中间商问题、直播平台问题等。只有完善互联网配套设施的建设，制定配套监督政策、人才下乡政策，加强市场监管，才能解决“互联网+”现代农业政策困境，使政策惠及万家。33201

The Dilemma of the Rural Internet Policy of Chinese Modern Agriculture
Abstract： “Internet+ Agriculture” policy promotes the development of the modern agriculture. The policy aims at improving the income of farmers and building a new socialist countryside. This paper analyzes the “Internet+”policy on modern agriculture which came out in 2015.This paper uses the method of comparative research, case study and field survey to find the dilemma in carrying out the “Internet+ Agriculture” policy. Then it proposes the solution to solve the problems and the way to adjust the policy.
  It is found that there are two kinds of dilemma. First, the dilemma exists in the beginning of the process of carrying out the policy. The problem is found in the field study in the village of Zhansheng and Chenggang in the city of Nantong, Jiangsu Province. The problem doesn't lie in the lack of infrastructure but in the urbanization and aging process. In this villages, most farmers are senior citizens. The senior citizens are not able to use the Internet in daily life thus they don’t respond the “Internet+ Agriculture” policy actively. Second, the dilemma exists in the middle of carrying out the policy. The dilemma is found through research and the analysis of authoritative data. The main reasons are: the lack of infrastructure, the problem of Internet use habit, the difficulty of getting non-users to use the Internet, the problem of the middle man, the problem of the live-broadcasting platform, and so on. The dilemmas can be cleared by the construction of Internet infrastructures, the policy of supervision and talent introduction. Only solve the problems can we make the aim of the policy a reality and build a new socialist countryside.
