摘要:PPP项目融资模式是指政府部门以提升公共产品和服务供给能力为目的，利用特许经营这一形式，与民间资本共享利益，共担风险并建立长期的伙伴关系。PPP项目融资模式拥有发挥政府部门的公共服务功能，提升社会效益和实现私营部门的经济效益等作用，使其在全世界有了十分广泛的应用。2014年，国家政府部门颁布了多份文件，使PPP项目融资模式得到进一步推广，PPP模式开始在国内再一次火了起来。在PPP项目融资模式下，基础设施项目通常拥有建设期长、投资庞大、项目参与方多、风险因素较多、风险程度高，因此PPP项目的成功在很大程度上取决于风险管理的成功。37598
在研究国内外PPP项目融资理论和基础的实际情况下，运用风险分析的方法，选取上海嘉定南翔污水处理厂项目作为本文的案例研究，基于对项目风险进行有效的识别和评估的基础，提出关于PPP项目融资风险管理相应的对策和建议。

The Research on Risk management Analysis of PPP Project financing model
ABSTRACT: The PPP project finance model is to point to: government for supplying public products, servicing to enhance capacity and improving the efficiency of supply, through the franchise, purchasing service and equity cooperation, establishes benefit-sharing with Social capital, shares risk and builds a long-term relations of cooperation. The PPP project finance model, because the role of the government departments of both public services, social functions and to achieve economic benefits for the private sector use, has been widely used. In 2014, the government has issued many documents, to further promote the PPP project finance model. It makes the PPP project finance model pop up again. Infrastructure projects based on PPP project finance model will continue a long period, demand the huge capital investment, involve participants and complicated contractual relationships, and hence turn out to be a large number of risk factors and are confronted with high risk．
This paper includes some domestic and international cases of PPP project finance model projects. By using the case of Shanghai Jiading Nanxiang sewage treatment
plant as the empirical Study and combine with qualitative analysis, it could identify and assess the risks of the entire PPP project model. Furthermore, proposing some suggestions of the risk management of PPP project financing．
