摘要我国电梯产业发展迅速，在电梯产量、保有量、年增长量三个重要指标上均为全球领先水平。与此同时，电梯所蕴藏的各类风险渐渐凸显出来，频发的电梯事故在威胁到人民群众生命财产安全的同时，也在考验相关政府部门构筑完备的公共安全体系的行政能力。45069
电梯责任保险在我国已经有了一定程度的发展，但速度还比较缓慢，相关保险险种相对单一，也并未制定专门的电梯相关的法律法规来约束和规范电梯事故中的责任主体划分标准。我国电梯事故频发的严峻事实和电梯责任保险发展缓慢之间，已经形成一种严峻的矛盾，严重制约着我国电梯产业的发展。
从国外的经验来看，强制与自愿相结合的电梯责任保险体系的建立已经势在必行。保险的存在不仅让事故的损失有了保险公司的赔偿保障，而且因为保险公司会定期对承保电梯进行检查，也在相当大程度上减少了电梯事故的发生。

Abstract

Development of frequent elevator accidents in China facts and elevator liability insurance is slow, had formed a kind of serious contradictions,seriously restricting the development of China's elevator industry.
Experience from abroad, the establishment of combination of compulsory and voluntary elevator liability insurance system has be imperative. The presence of insurance not only to the loss of the accident with the insurance company for security, but because the insurance company will regularly check the underwriting elevator, also to a large extent reduce the happening of elevator accident.
