摘要在灾害频繁发生的当今社会，由政府独当一面的灾害管理体系已经渐显颓势，而企业作为我国经济社会的中坚力量，在灾害管理工作中利用自身独特的优势发挥的重要作用已经成为帮助社会群众战胜各种灾害的基本保障。参与灾害管理不仅有利于企业自身的持续发展，也是企业承担社会责任的体现，是完善我国灾害管理体系所必须的重要组成部分。但是企业参与灾害管理的过程中总会出现各样的问题，政府作为灾害管理工作的主导，需要提高对企业参与灾害管理的重要地位的认识，积极引导企业更好的发挥作用，同时将企业参与纳入到灾害管理体系当中，更好的进行灾害管理体系建设。49202

Abstract

In the frequent occurrence of disasters in today's society, by the endeavor of the government disaster management system has fade in decline and enterprise as the backbone of China's economy and society, in the disaster management using its own unique advantages play an important role has become help the community masses to overcome the basic guarantee of all kinds of disasters. Participation in disaster management is not only conducive to the sustainable development of the enterprise itself, but also the embodiment of corporate social responsibility, is to improve the disaster management system must be an important part of.  2005年卡崔娜飓风事件中美国政府的反应迟缓和沃尔玛等企业的有效应对以及2008年5·12汶川地震事件中由企业领导的救援队比政府救援队更快到达灾区等现象使人们看到了企业在灾害管理中的重要作用。近年来，为了更好的抵御灾害，企业和政府间的互动愈加频繁，企业在灾害管理工作各环节都发挥着重要的作用。中国民政部 2015 年 10 月 8 日公布的《关于支持引导社会力量参与救灾工作的指导意见》中，正式明确肯定了企业等社会力量在救灾工作中的积极作用。虽然企业参与灾害管理的重要性已经为社会大众所认知，但是目前我国学术界仍然缺乏对企业参与灾害管理这方面课题的研究。以往我国学者在对我灾害管理的社会力量进行研究时，往往忽略企业的作用，将主要关注放在“政府与非营利组织的良性互动”[1]上。虽然近些年有一些学者已经看到企业参与灾害管理的重要性，提出“减灾救灾产业链上企业不可或缺，灾害管理是企业履行社会责任的重要方面”[2]等观点。也有学者进行了“中国自然灾害危机管理中政企合作框架”进行了初步探索[3]。但是企业在灾害管理方面具有哪些独特优势？企业在灾害管理过程中可以发挥哪些作用？企业参与灾害管理可以获得哪些收益？政府在企业参与灾害管理方面需要发挥哪些作用？政府如何推动企业参与灾害管理？等基本问题都缺乏深入的研究。本文在论证企业参与灾害管理的必要性的基础上，分析了企业参与灾害管理中存在的制约因素，表明政府在企业参与中发挥的作用，探索政府发挥作用的基本路径。以期为我国企业参与灾害管理能力建设提供借鉴。 企业参与灾害管理的政府作用研究:http://www.youerw.com/guanli/lunwen_52128.html
