南通市城市化进程中农村劳动力转移研究

摘要有效推进城市化和农村劳动力转移协调发展,是推进我国社会主义事业蓬勃发展的一项重大事业。本文在对城市化、农村剩余劳动力以及劳动力转移相关概念界定的基础上，分析江苏省南通市城市化和农村劳动力转移的现状之后发现该地区的城市化进程中农村劳动力转移受到户籍制度、土地制度、社会保障制度以及农村劳动力自身素质和劳动力转移的组织程度等因素的制约。在此基础上，针对出现的问题，提出一系列解决问题的建议，如：改革户籍和土地制度，完善劳动力培训体系，加快工业化发展以及健全农村劳动力就业市场体系等的解决措施，以此来促进城市化和农村劳动力的协调发展。49531

Research on the Transference of the Rural Labor during the Process of Urbanization of Nantong City

Abstract

The coordinated development of promoting the urbanization and transfering rural labor force effectively is a major cause to promote the vigorous development of China's socialist cause.In this paper ,we define the concepts of urbanization, the rural surplus labor and the labor transfer, and analysis the status of the urbanization and rural labor force transfer of Nantong City Jiangsu Province. Then we find that the transfer of rural labor in the process of urbanization in this region is restricted by the household registration system, land system, the social security system as well as the quality of rural labor force ,the degree of organization and other factors. On this basis, for these problems, a series of solutions such as the reform of household registration and land systems, improve the workforce training system, speed up industrialization and improve the employment of rural labor market system are putted forward in order to promote the coordinated development of urban and rural labor.

南通市城市化进程中农村劳动力转移研究

0 引言

我国是传统的农业大国，农村人口占了总人口的70.96%左右，大量的农村人口是中国人力资源的一大优势。目前全国拥有5-6亿的农村劳动力，其中农村剩余劳动力为2亿左右。近20年来，农村耕地递减，同时农村劳动力却在递增，加上新型农业品种、技术、生产管理模式的采纳和产业结构的优化调整，农村劳动力供给大大的超出了农业生产的需求，相当大的一部分农村劳动力被剩余出来，农民就业不充分，隐性失业现象普遍存在，从“民工潮”的形成到“民工荒”的产生，更是显示了我国农村劳动力必须加速向城市转移的必要性。城市化进程不仅通过经济聚集加速物质资本、人力资本和知识资本等要素的积累，使得农村剩余劳动力向城市转移，推动服务业的增长，加速产业结构的升级，从而促进经济的增长。同时，加速城市化进程，为农村剩余劳动力提供更多的就业机会，吸引更多的农村劳动力向城市转移，这种劳动力流入有利于缩小城乡收入差距，推进我国社会主义事业蓬勃发展。南通市城市化进程中农村劳动力转移研究:http://www.youerw.com/guanli/lunwen_52533.html
