摘要城市交通与人的关系甚为密切，几乎所有的人都从城市交通中受益。然而随着城市化进程的加快，机动车的迅速增长，许多城市交通的发展是牺牲人的权利来满足车的权利。在中小城市，由于机动车的迅速增长、交通的拥挤、资源的消耗和环境的污染，又使每个人都成为了城市交通的受害者。因此，城市交通的建设与发展必须考虑人口、资源、环境三者的协调发展问题，考虑交通规划是否与人口增长、资源利用和环境保护相互适应。如何使城市交通系统的发展符合未来环境保护、健康、安全和效率的共同需要，在此背景下，“绿色交通”应运而生，正逐步成为城市交通可持续发展的有效途径。7575
   绿色交通是一个全新的理念，是基于可持续发展观念所发展的协和式交通运输系统，是可以实施的具体的微观理念。绿色交通强调“以人为本”思想，含义是发展低污染的有利于城市环境优化的协和交通运输系统，即为了减低交通拥挤、降低污染、促进社会公平、节省建设文护费用。本文研究“绿色交通”新理念，使其与城市交通规划有机结合。在对城市交通可持续发展理论的研究分析的基础上，对中小城市绿色交通存在的问题及其产生的原因进行分析，继而提出绿色交通系统的特征及目标，得出了实现绿色交通系统发展的措施，以促进绿色交通的发展：紧凑用地，减少出行距离；改善步行环境，设置步行街道；建立自行车交通网络，配套完善自行车停车设置；优先发展城市公共交通，有计划地设置公交专用道；限制摩托车与私人小汽车；增加路网密度，重点增加次干道与支路，市区所有道路均配置人行道；设置城市级自行车交通系统，提高自行车出行的可达性和便捷度，使步行与自行车在空间上分离，减少或消除步行与自行车交通的相互影响；增强公众参与意识，强化绿色出行行为；协调绿色交通内部与外部关系。通过对以上方面的研究，为“绿色交通”的实施提供了理论依据。

Title  Urban Green Transportation Planning System
Abstract
Most of the people benefit from the urban traffic, which is so close with the human beings. However, with the development of urbanization and the increasing motor vehicles, most of the development of urban transportation sacrifices the right of human beings to satisfy the right of car. In the Small Urban, due to the rapid increase of the automobile, Traffic congestion, resource consumption and environmental pollution, everyone becomes the victim of urban transportation. Therefore, the construction and development of urban transportation must involve the question of coordinated development among population, resources and environment and consider whether the transport planning and population growth, resource utilization and environmental protection can adapt to each other. Under the background which is how to make the development of urban transport system fit the future environmental protection, health, safety and efficiency of the common needs, green transportation emerges and is gradually becoming an effective way of the sustainable development of urban transport.
   Green transportation is a complete new concept. It is based Concorde transport system which comes from the concept of sustainable development, and it is a concept of micro-concrete which can be implemented. Green Traffic emphasizes on "people-oriented" ideology, which means to develop low-pollution Concorde transport system which is also beneficial to urban environment optimizing, that is for reducing traffic congestion and pollution, promoting social equity, saving the building maintenance costs. In this paper, a new idea of "green transportation" combines with the urban transport planning. Based on the researches and analyses of the theory sustainable development in urban transport, I found out the problem of urban transport in the Small Urban and analyzed the reasons. I also offered the characters and object and obtained the measures which can develop the green transportation to accelerate the development of green transportation: Make land compact, reduce the travel distance; improve the environment for walking, set up walking streets; establishment bicycle transportation network, set up perfect bike parking; give priority to the development of urban public transport, set up bus accommodation road; limit motorcycles and private cars; increase in the density of road network, mainly increase subsidiary road and spur track, configure the sidewalk in all urban roads; set cycling transportation system at city’s level, raise bike trip’s accessibility and convenience, separate walking and cycling in space, reduce or eliminate foot and bicycle traffic interaction; enhance the awareness of public participation, strengthen the green travel behavior; coordinate green traffic relationship between internal and external.
