摘要：当下教育改革是社会关注的热点之一，教育改革自然离不开对教职工的影响。虽然教育系统的基层工会是与教职工维权联系最紧密的组织，然而发挥的作用却不够尽如人意。本文在文献研究基础上，对影响教育系统基层工会发挥作用的因素这一问题进行了量化分析，将其因素分为五大构面：政治及管理因素构面、经济因素构面、社会因素构面、技术及实施因素构面和个人特性因素构面，采用简单相关分析、偏相关分析、一元回归分析、多元回归分析、方差分析法等分析方法，找出其中最关键的因素，并提出解决的对策，以供进一步研究参考。对于进一步细化问题所在、改进教育基层工会工作的效果、深化对教育工会改革这一问题的研究，具有积极的学术意义。同时，对于我国教育工会管理实际问题的解决也提供了方法和思路。 71231

Factor of Impacting and Restricting the Role that is Played by Educational Labor Union and Our Suggestion

Abstract: Educational reform is one of the hot topics that are concerned at present, which has a pretty influence with teachers. Educational labor union is the organization that closely contact teacher, but effect of it is not absolutely effective and productive. Based on research of literature, writer use quantization method to find the factors what impact the function of educational labor union. First of all, I pided into five aspects that include political factor, economical factor, social factor, technological factor and personality factor. After that, though analyzing data collected, I am able to the key factors and offer a proposal, which provides a reference for further study and is beneficial for further reform and study of teacher’s union. In addition, the study also offers some practical way to solve the problem.
