南京社会工作介入社区自治的实践路径

摘要面对在城市社区民主自治建设中存在的种种问题，本文以南京市弓箭坊社区为行动研究的案例，通过文献研究法分析这些问题的原因所在，总结社区自治面临的困境以及这种困境和社区自治能力不足之间的关系。在实践过程中，作者采用访谈法和观察法，介入到社区自治中，提出“社工动员+居民议事代表大会”的实践模式，帮助社区成立居民议事代表大会，建立专属的自治章程和财务管理制度；对居民代表进行培训，提高居民的民主意识和自治能力；定期开展会议商讨社区事务，组织居民参与社区活动。从公民社会理论和社会资本理论来看，社区社会工作的介入促进了社区信任的建立、社区资本的积累和社区行动能力的增强，探索出了具有中国特色的社会工作介入社区自治的实践路径，起到了维护社区治理主体的权益、丰富社区生活、实现社区和谐发展的效果。

Title Practice path of social work intervention in community autonomy

--Take GongJianFang community of Nanjing City as the example

Abstract

Facing the problems existing in the urban community construction of democracy and autonomy, this paper adopts action research method, community in GongJianFang as an example, using the method of literature research, analysis of reason of these problems lies, sums up the predicament facing the community autonomy, and lack of this dilemma and community autonomy ability between the relationship。 In the process of practice, the author adopts interview method and observation method, to participate in community autonomy, put forward the practice model of the "social mobilization + residents of procedure of the assembly", help the community residents build the community autonomous organization, establish exclusive autonomous regulations and financial management system; to residents on behalf of training, improve the residents' sense of democracy and autonomous ability; carry out regular meeting to discuss the affairs of the community, the residents participate in community activities。 From the point of view of the civil society theory and social capital theory, community social work intervention promotes the trust of the community building, community capital accumulation and community capacity enhancement, to explore with Chinese characteristics of social work intervention of community autonomy practice path, to safeguard the rights and interests of the main body of community governance and enrich community life and realize the harmonious development of the community。
