摘 要:改革开放以来,随着经济的发展和体制的不断改革,我国企业高管薪酬体系建设虽然取得了一系列成效,但是高管薪酬体系依然存在诸多问题:如国企高管薪酬有逐年上涨趋势,薪酬差距较大、高管的薪酬结构不合理,薪酬管理制度不规范、激励机制相对单一,没有合理的奖励措施、缺乏合理完善的绩效评价体系、国企高管行为缺乏约束,薪酬分配体系不透明等问题。国企应从完善公司治理、规范薪酬决策程序,优化高管薪酬结构,重视激励措施、加强福利薪酬的多元化设计、建立健全科学的企业绩效考核体系,建立国企高管职业风险制度、完善高管的薪酬披露机制等五个方面着手,建立合理的薪酬体系,保障员工基本利益,保证企业平稳、有序运行。关键词:国企高管;薪酬体系;问题;改进措施9622
The Existing Problems of Executive Compensation System and the Improving Measures
Abstract: Since reform and opening up, with the economic development and continuous system reformation, the executive compensation system in China has made a series of achievements. However, there are still many problems existing in the executive compensation system. For example, the rising salary trend, huge salary gap, unreasonable compensation system, nonstandard pay administration system, the relative single incentive mechanism , no reasonable rewarding measures, lack of reasonable and perfect performance evaluation system, lack of restraint of state-owned enterprises’s executive behavior, opaque salary distribution system and so on. In order to establish a reasonable executive compensation system, state-owned enterprises should take the following five measures: improving corporate’s governance and regulating the procedure of the compensation policy-making; optimizing the executive compensation system; emphasizing incentive mechanism, strengthening the persified design of welfare and establishing perfect performance evaluation system; establishing scientific occupation risk system and improving disclosure mechanism on employees’ payment.By which,the interests of employees can be ensured and the corporate can have a steady and orderly operation.
