摘 要：在现有体制下，社会组织的发展总体呈现出增长有余而发展不足的格局，完全无法达到社会治理创新对于社会组织的要求。社会组织孵化器能够通过促进社会组织能力建设、加强社会组织资源建设、指导社会组织规范化、特色化发展来解决社会组织诸如内部制度不健全、资金来源不稳定、人才缺失、服务能力不足等问题，以此来激活社会组织的活力，拓宽社会组织发展空间，促进社会组织的成长。本文还对社会组织孵化器自身所存在的问题进行了探讨，并提出了相应的对策与建议，以便促进社会组织孵化器自身的发展。75115

Abstract：Under the existing system, the development of social organization has more than the growth of the lack of development, completely unable to meet the requirements of social governance innovation for organization capacity building, strengthening the construction of social resources, guidance standardization of social organization and characteristics of the development to solve the problem of social organizations such as the imperfection of internal system, the sources of instability, lack of qualified personnel, lack of service capacity, in order to activate the vitality of social organizations, social organizations to broaden the space for development, promote the growth of social organizations。 This paper also discusses the problems of social organization incubator, and puts forward the corresponding countermeasures and suggestions, to promote the development of social organization incubator。

1 问题的提出和概念界定
从1998年的“双重管理”制度，到2012年中国民政部在原有制度上启动四类社会组织的直接登记工作，社会组织成立的门槛得以降低，开始涌现出大量的社会组织。而十八大提出的“改善社会治理方式，激发社会组织活力”，无疑把社会组织推到了社会治理的主体位置。然而，当前中国社会组织的能力还达不到承担社会治理主要任务的要求，无法满足政府以及社会的需求。为更好地适应政府和社会对于社会组织的高要求，社会组织迫切需在现有体制内迅速提升自身能力，社会组织孵化器便应时而生。
关于社会组织的开端，学术界有两种论调。一是认为社会组织孵化器是借鉴了企业孵化器的模型，在其原有的基础上进行了贴合社会组织特点的改变；另一种则是认为社会组织孵化器是功能更加多样化的支持型社会组织。实际上，社会组织孵化器更像是把支持型社会组织的理论以及哲学基础填充到企业孵化器的外壳之中，采用企业孵化器的运行模式，以支持型组织公益的思想理念来指导、孵化社会组织。 孵化器社会组织成长的新动力:http://www.youerw.com/guanli/lunwen_85931.html
