摘要 随着社会经济的快速发展，人们改变生态环境的能力也在增强，越来越多的突发性 环境事件正严重影响着公众的人身与财产安全。政府对突发性的环境事件进行各项信息的 公开，既能满足公民的环境知情权，又能有效减少甚至消除公民在突发环境事件面前的财 产损失和人员伤亡。75281
近年来，我国政府越来越重视突发环境事件下的政府信息公开，出台了一系列关于环 境保护和政府信息公开的政策法规，如《环境保护法》、《中华人民共和国政府信息公开条 例》等。因此，我们将选取国内一个典型的突发环境事件——4。11 兰州自来水苯超标事件 进行探讨，分析出我国在此问题上存在的各项不足，然后，再与几个在应急管理机制上取 得重大成就的国家进行对比，借鉴相关经验，结合本国国情，为完善我国环境应急事件中 的政府信息公开制度提供一些建议。

Title Government Information Disclosure under the Sudden Environmental Incidents
Abstract With the rapid development of social economy, people’s ability to change the ecological environment is also increasing; more and more sudden environmental incidents are seriously affecting the public’s personal and property safety。 Government information disclosure of environmental emergencies, is not only fulfill their responsibilities to satisfy the citizens’ right for knowing, but also an important means to effectively reduce or even eliminate the loss of citizens。
In recent years, the Chinese government has issued a series of policies and regulations on environmental protection and information disclosure, such as “Environmental Protection Law”, ”Government Information Disclosure Regulations” and so on。 Discussing several domestic and typical environmental emergencies, analyzing the current situation and existing problems of our country on this issue, and then comparing with a few country made significant achievements in the emergency management mechanism, relevant to their experience, combining with the situation of our country, and provided some suggestions for China’s environmental emergency information disclosure system。
