摘要随着“小政府、大社会”社会管理改革的深入，行政削权放权的力度加大，社会组织 承接的职能和权力越来越多。城市社区社会组织作为社会组织体系的架构之一，是社会治 理和社会服务的支撑体，在社会建设、保障和改善民生中发挥着积极作用。但是，不可否 认其在参与治理过程中也面临着众多困境，如：外部环境差、行政依赖性强、筹资能力弱、 管理混乱等，需进一步解决和完善。75923

“政府负责、社会协调、公众参与”的社会管理体制初现雏形为本文研究的主题提供 了政策保障。笔者就近取材，从南京市建邺区社区社会组织参与社会治理的现状入手，对 社区社会组织参与社会治理的困境及原因加以阐述，给出有利于社会建设、推动社区社会 组织发展的建议和对策。

Title The dilemma and the countermeasure of Urban community's participation in social governance

Abstract With the development of “small government, big society” of social management reform and the intensification of cutting and decentralizing administrative power, which make social organizations to undertake more and more functions and powers。 As one of the social organization system architectures, urban community is the support of social governance and social service, which plays an active role in social development, social  security and improvement of people's livelihood。 However, urban community faces many dilemmas when involved in the progress of governance。 For example: the poor external environment, the strong administrative dependence, weak financing, management confusion and so on, which need to be further addressed and improved。

"Government responsibility, social coordination and public participation" of the social management system shaped that provides policy guarantee for the theme of this paper。 The author started with the current situation of the social organization of Nanjing Jianye community’s participation in social governance。 The author described the dilemmas and the reasons of social organizations to participate in social governance, and put forward some suggestions and countermeasures to the benefit of development of social construction, promotion of the social organizations。

1引言

1．1研究背景及意义

社区制是继单位制、街居制崩溃瓦解后探索的城市社会基层管理体制。目前，是最符合 我国国情的管理体制。社区作为社会的基础单元，在协调和处理各种社会矛盾中发挥了至关 重要的作用。城市社区社会组织作为社区协调、处理事务的主体之一，在应对政府、市场失 灵时，起到了桥梁纽带作用，填补了空白。随着“小政府、大社会”理念深入人心，社区社 会组织越来越体现出其重要的功能和地位。本文尝试从南京市建邺区社区社会组织参与社会 治理的实践中汲取经验并找出问题，希望从政府、社区社会组织、居民三方提出城市社区社 会组织参与社会治理建议以促进其发展壮大。 城市社区社会组织参与社会治理的困境及出路:http://www.youerw.com/guanli/lunwen_86978.html
