摘 要近年来，关于景区景点门票价格的问题逐渐成为社会关注的热点。公共景区免费开放也成为越来越深入研究的话题，在现实中既有成功开放的景区，也有以失败收场的教训。公共景区免费开放的可能性虽然并不普遍但已经有些景区开始实行，但景区免费开放需要前提条件，牵涉到多方面问题。南京市中山陵景区是公共景区免费开放的典型案例，本文从制度和经济学角度入手，基于南京中山陵景区免费开放的典型案例，对公共景区免费开放的前提条件进行了分析和总结。并通过研究中山陵免费的开放过程得出一些实质性的结论，总结出一些对别的景区景点能够有示范性作用的启示和景区免费开放的必要条件。76462
