摘 要：社区文化是城市文化的基石，直接体现一个城市的现代化水准。本文以淮安市为例，运用问卷调查方法，对淮安市社区文化建设的现状进行了分析。研究表明虽然目前淮安市社区文化建设取得了一些成绩，但仍存在社区文化建设管理机制尚不完善、社区文化活动人才队伍建设相对滞后、社区文化内涵特色不突出、居民参与意识的缺乏、建设经费的筹措较为困难等问题。据此，提出了强化社区文化制度管理，重视人才队伍建设；打磨社区特色文化，激发居民主动意识；整合资源，多方融资等建议。76589

2 社区文化概述
2。1 社区文化的含义
社区文化有广义与狭义之分，广义的社区文化是指社区共同体在长期生产和生活实践中所创造、使用或表现的一切事物的总和；狭义的社区文化是指在长期生产和生活实践中由社区共同体逐渐形成和发展起来的价值观、信仰、传统、风俗习惯、行为模式、生活方式、群体心理和意识等一系列精神现象的总和[1]。所谓的社会文化是以社区文化作为聚焦中心的，因此可以说在文化内涵中掌控主导地位。此外，社会文化堪称是人类文化中的极具代表性的一部分，同样也属于社区构成方面的的重要因子。社区与文化无论如何是割裂不得的。究其缘由，无论时间向度或者空间范围都或多或少的生成了所谓的文化。文化是以社区作为根基的，因此社区这一特质因子需高度重视。此外，社区的社会活动和生活工作也囊阔了以孕育和传承为主旨的文化。社区文化的大力发展，可以使得社区里的居民的自我意识获得极大的提高。此外，社区文化可以加强社区居民之间的感情联系，增进社区居民对于社区的认同感，普及有益的民间风俗，推动建设幸福和谐的社区。 淮安市社区文化建设现状及建议:http://www.youerw.com/guanli/lunwen_87868.html
