摘 要：土地确权是在法律和政策的支持下进行的一种对一定范围的土地确定其隶属关系的过程，其结果是为了保障人民的权益。近几年，我国城镇化、工业化水平进程突飞猛进地进展，农民在土地方面的权益无法得到有效的保障。实施土地确权后，可使得人民有法可依，有据可依。本文以窑汪村为例，引入了3S技术在土地确权工作上的应用,从外业测点，绘制草图并审查，内业绘图，处理属性信息等讲述了土地确权的相关技术，最后将所画面积和实际值相对比，查看精度是否符合要求。如若不符合，则调查处理，重新测量。这样，大大提高了工作效率。 77455

1 前 言
目前，我国的城镇化建设、工业化建设正在如火如荼的进展中。在此过程中,农民在土地上的矛盾冲突日益尖锐,纠纷复杂,众说纷纭。农民在土地上的权益也受到了挑战性的打压。因此,土地确权的出现,为农民保护自身的权益提供了法律保障。土地确权,通俗地讲,就是将农民自身的土地确定,并颁发证明使农民的权益有证可依,这个证明受到法律和政府的保护，任何人不得侵犯。土地确权，给农民带来的益处众多。首先土地确权的结果可以形成一个数据库,方便国家了解我国的土地利用情况和土地变化趋势,降低管理成本,也提高了市场的调控能力。其次,土地确权颁证,也是体现里我国目前的状况,农民占国家总人口的绝大多数。农民的权益是否得到保护也标志着我国民主进程。土地确权颁证后,也强化了土地的所有权是农民自身,降低了法律纠纷,使得人民权益受到法律的保护。同时,土地确权给予农民一个资本,用土地作为自己的资产,农民除了可以自己种植自己的土地外,还可以对外交换,或者租给别人。甚至,当农民需要贷款的时候,可以将土地确权的证明进行抵押,以实现资金的流转。由此看来,土地确权,大有裨益。论文网 3S技术在窑汪村土地确权上的应用:http://www.youerw.com/guanli/lunwen_89020.html
