摘 要：为了科学推动主体功能区建设，对主体功能区规划实施进行科学监测具有至关重要的作用。本文选取苏南、苏中和苏北三个地区典型的主体功能区为案例，根据各类主体功能区不同的监测重点，建立合理的监测指标体系，运用比较赋值法判断主体功能区建设成效。研究发现，优化开发区内经济发达，第三产业比重上升，产业创新和环境质量问题严重，其中苏中地区耗能增加，废物利用率下降；重点开发区内经济增长缓慢，制造业发展滞后，其中苏南和苏中地区人口集聚条件好，非农业产业发展稳步前进，苏北地区反之；农产品主产区内农业发展条件较好，粮食产量增加，基础设施完善，居民收入提高。其中苏中地区粮食播种面积减少，苏中和苏北地区的教育发展水平下降。78288

Abstract：In order to promote the construction of the main functional areas of science, it is of vital importance to carry out scientific monitoring of the implementation of the planning and implementation of the main functional areas。 This article selects the Sunan, Suzhong and Subei three regions typical of the main functions of the district as a case, according to various kinds of major functional zones of different focus on monitoring, establishment of reasonable monitoring index system, using comparison assignment method to judge the subject function region construction results。 Research found that the optimized development zone economic development, increase in the proportion of the tertiary industry, industrial innovation and environmental quality, a serious problem, which increases the energy consumption of the Soviet Union in the region, waste utilization rate of decline; key development zones in the slow economic growth, industry development lag, which southern Jiangsu and Middle Jiangsu area population agglomeration conditions are good, non steady progress for the development of agriculture and industry, in the north of Jiangsu Province vice versa; major grain producing areas of agricultural products agricultural development conditions better, increase grain yield, improve infrastructure, income raise。 In the middle of Jiangsu Province, the sown area of grain was reduced, and the educational development level in Jiangsu and Northern Jiangsu decreased。

1 引言
