摘要：教育的发展关系着国家的未来，学校的合理布局能够促进教育的均衡发展，现如今校园安全问题也成为人们关注的热点。基于此本文主要应用ArcGIS软件的空间分析功能，直观地显示淮安市小学的分布状况，并针对校园安全问题进行了学校与医院以及派出所之间的网络分析；最后进行了小学、基础设施的核密度分析。分析结果表明：在市镇的中心公共安全设施的布局基本满足学校的需要，而在城乡之间，小学的分布以及淮安市安全基础设施的分布都存在着不均衡性，可见教育资源的分配存在着一定的不合理性。79433

Abstract：The development of education is related to the future of the country,and the rational distribution of schools can promote the balanced development of education,Now the campus security issues have become the hotspot。This paper uses ArcGIS software based spatial analysis function and intuitively to display distribution of Huaian City elementary school,and analyze the campus security between schools and hospitals and police station network。Then,a primary school infrastructure kernel density is analyzed。The results show that in the town center of public safety facilities layout basically meet the school's needs,while in urban and rural areas, distribution of the primary school and the security infrastructure,Huaian City,there are unbalanced,visible education resource allocation is irrationality。

1 前 言
义务教育一直是教育发展过程中的关键问题。从1949年建国至今，我国的基础教育事业大致经历了三个不同的发展时期：建国初期的调整恢复，我国的基础教育在艰辛中开始起步；文化期间，我国的基础教育在曲折中徘徊；的十一届三中全会以后，我国的基础教育进入了快速发展时期。中小学的办学条件得到明显改善，基本普及九年义务教育和基本扫除青壮年文盲[1]。21世纪初，中国已基本实现了九年义务教育，而义务教育的均衡发展也是重中之重。如今，城乡间、区域间教育资源分配的不均衡现象还很突出，促进教育公平一直是人们的期盼。教育公平概括起来可以说是“四个享有”、“一个倾斜”，“四个享有”是指每个社会成员享有同等的受教育的权利和机会；享有同等的公共教育资源服务；享有同等的教育对待；享有同等的教育效果或质量。“一个倾斜”是指受教育机会和公共教育资源向社会弱势群体倾斜[2]。由于教育资源的稀缺性，以及教育资源的分配不均，“上学难”成为了当今社会大众普遍关注的民生问题，一直以来未能妥善解决[3]。论文网 基于GIS的淮安市小学布局的研究与分析:http://www.youerw.com/guanli/lunwen_91812.html
