摘要:对于一个民族而言创新是引领其进步的基石,是让国家不断发展的动力源泉。伴随着经济全球化、互联网高速发展致使信息与知识快速传播,从而引起一系列的竞争,从调查与实践中发现,任何拥有人才优势的企业、地区或者国家就拥有了显著的优势,人才的培养在当今社会显得越发重要,不断开发、引进和利用优秀的人才资源是极为重要的。80557
人才培养、人才引进、人才使用等方面都是地方人才管理中所包含的重要内容。对于当前地方政府科技人才管理工作而言其需要解决的问题是如何在政府的监管调控下打造出优质的人才队伍,不仅在数量上趋于完备且各自都拥有着高水平的科技能力,从而在目前高速发展的社会中发挥最优异的作用。
本文通过研究科技人才相关理论并以上海市科技人才相关制度为实例,将实际与理论相结合,经过分析以及调查,对于实例中取得的效益以及存在的问题进行探讨,并通过借鉴发达国家对于科技人才管理的经验,提出对于如何有效解决这些问题的对策和建议,希望能够对科技人才管理制度的完善有所帮助。
