摘 要：生态城市建设和新型工业化是生态文明建设的必然要求。新型工业化是生态城市建设的必然要求，新型工业化与生态城市建设互为支撑，相互影响。相较于中国中东部地区，位于南疆的喀什地区经济较落后，喀什地区作为中国最西部的大门，走长久持续的平稳发展道路对国家经济格局与安全形式十分重要，所以通过借鉴中东部地区发展历程，可以避免走弯路，快速实现生态城市建设与新型工业化协调发展的目标。本文通过对喀什地区实际问题的分析及自身情况的考察，得出结论，在其发展过程中一定要切实做好生态建设与新型工业化同步进行，坚持生态优先理念，健全生态建设制度，强化生态经济系统建设的概念。94547

1。1 研究背景
当今，建设可持续发展型生态城市已逐渐成为全球的热门话题，很多工业化已经到达高发展水平的国家为了复苏经济而促生了新的“城市病”，因此发达国家提倡建设城市生态可持续发展的思路[1]。随着城市化的普及与工业化的加速，城市的现有经济和资源环境的使用间逐渐产生了矛盾，是作为生态城市而保障自然环境，还是追求工业化发展促进GDP增长都并非最优选择，二者协调才是最高效的方法。我国世界人均自然资源与人均GDP都低于世界平均水平，在能源、资源的消费以及环境的负担上已达到最大负荷，此刻是最迫切需要转变经济发展形式的时期。“十六大”建议 “坚持以信息化带动工业化，以工业化促进信息化，走出一条具备中国特色的新型工业化道路，实现高效能、低污染、低消耗、集约型的工业化目标，如技术含量高、经济效益好、资本消耗低、环境污染少、人力资本充分开发等成效。[2] 而“十七大”提出的全面建设小康社会奋斗目标要求“建立生态城市，基本构成节约能源资本和庇护生态环境的产业结构、增长方式、消耗模式”的模式 ，明确指出要“坚持走新型工业化道路”才是今后国家科学发展进步的行动纲领。[3] 生态城市建设与新型工业化协调发展研究以喀什市为例:http://www.youerw.com/jingji/lunwen_202595.html
