摘要当前，在国际贸易领域，贸易便利化问题成为继传统的关税非关税壁垒之后又一影响国际贸易效率的重要因素之一，如何在保证贸易安全的基础上最大限度地简化通关流程、降低交易成本成为各国政府关注的焦点。全文主要从五个方面入手对贸易便利化问题进行分析：首先引言部分对贸易便利化进行了定义，并且从四个方面讲了贸易便利化的作用；然后从七个角度讲了贸易便利化的现状；第三部分则是说明了近年来对贸易便利化的问题的研究，中国在各领域的进展以表格的形式表现展出。并且从法律地位，监管整体效能，海关管理资源等方面进行了拓展；第四部分则是关于中国贸易便利化相关对策的思考，比如关于相互合作，优化口岸的贸易环境，提高通关的效率等；最后一部分则是关于贸易便利化的担忧和希望，提出中国应该借着这样的机会，对包括贸易便利化在内的国际贸易规则提出自己独立的主张，让贸易便利化离我们越来越近。30279

Title The Problems and Analyses of Promoting Trade Facilitation In China
Abstract
At present, in the field of international trade, trade facilitation issues become following the traditional tariff and non-tariff barriers and influencing international trade efficiency is one of the important factors, how to guarantee the trade security based on maximally simplify customs clearance process, reduce transaction costs become the focus of concern to the government of each country. This paper mainly from the five aspects of analysis of trade facilitation issues: first of all introduction of trade facilitation are defined, and from four aspects about the role of trade facilitation; and from the seven aspects about the status of trade facilitation; the third part is clarified in recent years, the study on trade facilitation issues. China's progress in various fields in the form displayed. And from the legal status, monitoring the overall effectiveness and customs management resources is extended; the fourth part is about China's trade facilitation related countermeasures thinking, such as on the mutual cooperation, port trade environment optimization, improve customs clearance efficiency. Finally a sub is on trade facilitation fears and hopes, proposed China should borrow this opportunity, including trade facilitation of international trade rules put forward the idea of their own independent, for trade facilitation from us getting closer.
