东北老工业基地振兴及其动力机制研究摘要：根据新经济增长理论，知识、人力资本是经济增长的内生的主要推动力。据此，就东北老工业区的振兴动力问题，本文从人力资本、技术进步、经济全球化、资源条件、政策支持五个方面进行探讨。在衡量东北老工业区的振兴发展水平方面，文章不再以经济量上的增长作为唯一指标，而是结合可持续、绿色经济发展等观念对东北老工业区进行经济、社会、环境三方面的全面发展评价。并以此为参考，采用回归统计等定量分析方法进行研究。最终得出：老工业基地在实现全面振兴过程中的主要动力因素是人力资本及技术的进步，政府政策的支持也具有突出作用，经济全球化因素推动力相对不足，而资源条件基础的动力作用最弱。同时，五方面的动力因素又相互作用共同构成振兴东北的动力整体。37382

Study on revitalization of the Northeast and it’s dynamic mechanism
Abstract: According to the new economic growth theory, knowledge and human capital is the main force driving the constantly growth of economy. Accordingly, from the five aspect as economic globalization, technological progress, human capital, resources foundation, policy support, this paper discussed about the Re industrial motivation of the Northeast.No longer beam on the economic growth as the only index to measure regional revitalization, the article combined with three aspects as social, economic, and environment according to the concept of Green economy, Sustainable development and so on. Based on that, this paper argues that the main power in the process of comprehensive revitalization is human capital and technological promotion with the method of quantitative analysis. Besides, policy support plays an important role the same; the dynamic function of economic globalization is inadequate and the resources foundation is the weakest factor. Moreover, the five motivating factors interacts as a whole which propel the Northeast forward.

1 前言
1.1 研究背景
新中国成立以来，中国的传统工业化之路在曲折中取得了很大成就，但弊端也愈来愈显著。片面追求经济增长、依靠大量的生产投入拉动经济增长造成了资源滥用、环境破坏等等[1]都给区域的发展造成困扰。东北老工业基地以其突出的资源基础优势发展成为我国传统工业基地的代表，无疑在发展过程中也出现了上述问题，甚至在其发展后期出现经济衰退的现象。为此，国家提出振兴东北的战略方针，2007年正式批复实施东北振兴规划。战略实施八年来，东北三省经济、社会等各方面发展取得了很大成效。以此为现实背景，对东北老工业基地振兴动力问题的研究也迅速展开。 东北老工业基地振兴及其动力机制研究:http://www.youerw.com/jingji/lunwen_36125.html
