摘 要:随着通讯技术的高速发展，国际服务外包成为经济增长的重要方式，对于促进经济、文化和社会的发展具有重要的现实影响。服务外包在发展的过程中形成了自己独有的模式，已经成为国际服务业转移的新兴主流。近年来，中国服务外包行业也有很大的进步，但在现今发展模式下还存在着企业规模小、外包领域窄、人才缺乏、政策不完善、投资环境差等问题。为提升中国服务外包的水平，需要做到以下几点：加大知识产权保护力度；建立多元化人才培养机制；加大政府扶持，完善投资环境；统筹规划布局。40059

Abstract：With the acceleration of the process of the rapid development of communicate and technology, outsourcing has become the main engine of global economic growth.Emerging mainstream of service outsourcing has become an international service industry transfer, service outsourcing in the process of rapid development formed its own unique model of development. In recent years, China's service outsourcing industry is improving with great speed .But under the current mode, China's service outsourcing industry also has a series of problems, such as the weakness of the international competitiveness,the narrow scope,lack of the talent,the imperfect policies and the poor investment environment. This paper not only outlines the current situation of China's service outsourcing, but also take the analysis of the current strengths and weaknesses of it .And make the feasible countermeasures on this basis.

中国服务外包发展现状与对策分析前言
简单来说，外包（Outsourcing）是伴随着物流和通信技术的发展而出现的一种新的贸易方式，有利于世界各国资源的高效整合。依据服务外包发包方和接包方的国别差异，可以划分为在岸服务外包和离岸服务外包两种；按照外包的主要内容，又可分为信息技术外包（ITO）、业务流程外包（BPO）、知识流程外包（KPO）。
近年来，随着经济全球化、分工专业化及信息化速度的加快，国际服务外包成为经济增长的重要方式，对于促进经济、文化和社会的发展具有重要现实影响。发展现代服务业，对于提升我国服务外包产业竞争力的程度有重大意义，并且已经成为我国转变经济发展方式的重要途径。我国十分重视服务外包的发展，“十一五”规划提出建设若干服务外包基地，承接国际服务业转移的战略任务。目前全国已经建立了大连，北京，上海、苏州、深圳、西安，重庆、成都、广州、杭州、长沙、济南等21个服务外包示范城市，这些城市已经成为引领国际外包产业发展的主力军，是中国离岸服务外包的主要承接地。未来中国的外包服务业将以较高的速度发展。 中国服务外包发展中存在的问题及对策:http://www.youerw.com/jingji/lunwen_38290.html
