摘要：金融监管是政府或其他金融监管当局依法对金融机构和金融业务实施监督管理的一种制度，目的在于促进经济秩序的健康稳定发展，保护金融产品的公平竞争，提高金融效率。而且，世界经济正处全球化、自由化、一体化环境中，金融衍生产品或工具层出不穷，这更需要政府或其他金融监管当局进行监督管理。所以，研究西方国家金融监管的新趋势，对于我国的金融业发展具有深刻地启示。50489

本论文从研究西方发达国家和地区，特别是美国、英国、欧盟等国家的金融监管入手。在金融危机后，他们不仅根据本国金融监管的状况，改革本国的金融监管体制，还在原先的金融监管的基础上进行深化并且创新。以美国、英国、欧盟的经典案例为基础，研究他们的改革方向，主要是从银行业改革方面入手。因为世界经济处于一体化的大环境下，各国银行业务交叉交易，因而金融风险加剧，传播速度快。而我国处于金融起步发展初中期，参与世界经济日益频繁。因此我国重视发达国家的金融改革的发展新趋势，对我国的金融业有着巨大的帮助。

The new trend of western financial regulation and the enlightenment to our country

Abstract：Financial regulation is a system that government or other financial supervisory authorities supervise and manage the financial institutions and operations in accordance with the law. Its purpose is to promote the healthy and steady development of economic order, protect the fair competition of financial products and improve financial efficiency. Furthermore, the world economy is in the process of globalization, liberalization and integration. Financial derivatives or tools emerge in an endless stream, which requires the government or other financial supervisory authorities to carry out supervision and management. Therefore, the study of the new trend of financial regulation in western countries has a profound enlightenment for the development of China's financial industry.

This paper mainly discusses the financial regulation of western developed countries and regions, especially the United States, Britain, and the European Union. After the financial crisis, they not only reform the country's financial supervision system in accordance with the status of their own financial regulation, but also deepen and make innovations on the basis of the original financial regulation. This paper is based on the successful cases of the United States, Britain and the European Union, researched on their reform directions mainly the revolution of the banking industry. Since the world economy is in an environment of integration and there are a large amount of frequent cross-border banking transactions, the financial crises and its propagation speed is increasingly exacerbated. China’s participation in the world economy is more and more frequent while its financial development is in a preliminary stage. Hence, paying attention to the development tendency of the financial reform in the developed countries is of great benefits to China's financial industry.
