摘要：生态农业是一种以因地制宜原则、综合推进原则、整体性原则、层次性原则为基本原则的现代化农业。生态农业注重生态环境、经济和社会效益的协调统一，是现代化农业发展的必然之势。淮安市在生态农业的建设上具有一定的区域优势，但在生态农业的持续发展上还存在着一些问题。本文采用数据统计法和考察分析法对淮安市生态农业的发展进行分析，针对淮安市生态农业的成就和措施进行研究，找出淮安市生态农业发展过程中的一些制约因素，并提出有利于淮安市生态农业发展的建议对策。52076

1 引言
我国的生态农业是人们自觉的运用生态学、生态经济学原理及系统工程方法，把现代科学技术同传统农业精华结合起来，指导和组织农业的生产建设，以建成良性循环、持续发展、三效益（经济、生态、社会效益）统一，高产、优质、高效的现代农业生产体系，是我国实现农业高效、持续健康发展和现代化的必由之路[1]。20世纪70年代以来，在生产与建设现代化农业的过程中，人们逐渐认识到现代农业给人类带来高产量、高收益的同时，也造成了环境污染、农药和化肥使用超标、产品质量下降、能源危机加剧。于是人们开始探寻一条能够促使现代农业健康持续发展的道路，生态农业便成为了各国的一致选择。1980年，在银川“农业生态经济学讨论会”上，我国西南农业大学的叶谦吉教授首次提出“生态农业”的概念，当初提出生态农业建设可以说是一种深思和远虑,而如今开展生态农业建设已经成为十分现实和紧迫的任务了[2]。当前，全国各区充分利用先进的农业科学技术和区域资源优势，相互借鉴，取长补短，总结出许多难能可贵的经验，我国的生态农业已走上健康稳定的可持续发展道路。 淮安市生态农业发展现状与对策研究:http://www.youerw.com/jingji/lunwen_55899.html
